DecarboMed: Advancing sustainable cooling with NCAPs
On 24 September 2024, during DecarboMed in Tunis, Cool Up’s consortium partner RCREEE and UNEP hosted a side event focused on National Cooling Action Plans (NCAPs), showcasing the importance of developing climate-friendly cooling access strategies across the MENA region. The event, moderated by Ahmed Abd EL Rasoul (RCREEE), highlighted the role of NCAP`s in supporting the Kigali Implementation Plans and Nationally Determined Contributions (NDCs).
The session underscored the need to strengthen the capabilities of national authorities in the formulation of NCAPs that are tailored to regional needs, while integrating national policies and strategies. Cool Up shared its experiences on the development of NCAPs and Cooling Action Plan Outlines (CAPO), especially focusing on the process of policy measure development. A key takeaway was the importance of stakeholder involvement, with Cool Up employing an iterative, bottom-up approach to ensure active participation in the decision-making process.
Different approaches were discussed from across the Cool Up partner countries:
- In Jordan, smaller bilateral meetings played a crucial role in fostering engagement.
- In Türkiye, large cross-sectoral workshops were held to gather inputs from various stakeholders.
The event emphasized that while many proposals from stakeholders focused on short-term needs, it is essential to also consider long-term innovative policies that can fully decarbonize the cooling sector.
