Call for proposals for sustainable cooling demonstration projects in Egypt

You are invited to submit your application for the Cool Up demonstration projects in Egypt, to install energy-efficient cooling and refrigeration technologies using natural refrigerants, showcasing the successful application of sustainable cooling. The demonstration projects aim to verify the technical and financial feasibility of the newly introduced technologies including highly efficient operation under Egyptian climatic conditions, which will be evidenced by a long-term monitoring. Disseminating the results of the demonstration projects should promote replication at the national level.
Cooling is a major consumer of energy in the Middle East and North Africa (MENA) region. With the Cool Up demonstration projects, we want to illustrate that sustainable cooling in the MENA region is possible, feasible, and safe. The Cool Up demonstration projects will exemplify what is achievable with sustainable cooling in the region.
Sustainable cooling is affordable and safe cooling that meets users’ needs while having minimal impact on the environment. Specifically, sustainable cooling does not use environmentally harmful refrigerants such as fluorinated gases (F-gases), it has low energy demand through high efficiency, and it is compatible with a fully renewable energy supply.

Eligible applicants:
- Applicants for Cool Up programme funding should apply for using new energy-efficient equipment using natural refrigerants.
- The requested technology energy-efficient equipment using natural refrigerants has to be commercially available technology in the market where R&D is not in scope for this awa
- Applicants must be legally registered private sector companies in Egypt open to new technologies and keen to implement energy-efficient systems using natural refrigerants.
- Commercial facilities including hotels, supermarkets, etc. located across Egypt are eligible to apply.
Eligible projects :
- The project should demonstrate a technically and financially feasible business case/model for the replacement that can encourage replication.
- The technology; energy-efficient equipment using natural refrigerants; has to be commercially available technology in the market. R&D activities are not in the scope of this award.
- Selected equipment should fit with the infrastructure and services in the host facility.
- Selected equipment must be compliant with relevant national and international standards, including all related national rules and regulations.
Eligible cooling technologies:
Technologies that use natural refrigerants or no refrigerants for commercial air conditioning, residential air conditioning, and commercial refrigeration.

- • Support for servicing and maintenance
- • Financial support for transitioning to more sustainable solution, depending on the eligibility of the project idea (e.g. financial support for purchase of equipment)

- • Capacity building support for accessing project funding, such as loans or third-party funding
- • Promotion on the Cool Up website, social media, and other channels and high visibility as front runner and role model for sustainable cooling in the region and beyond
- • Capacity building support for policies and regulations
- • Support for other marketing activities
Project evaluation and criteria
The selection will be done considering the aim of Cool Up programme in showcasing environmental, technical, financial advantages of sustainable cooling technologies. The selection will be guided by, but not limited to, the following criteria:
- Energy saving potential
- High impact (scalability and commercial viability on the long-term perspective, energy and emissions savings)
- Replicability
- Domestically produced and/or distributed technologies is an advantage
- Preference of new in-kind technology to the specific country (no support for early-stage R&D technologies)
- Compatibility with a fully renewable energy supply
Availability of spare parts and after sales service (if not already available, it needs to be created with the project setup)
Selection of projects
All submitted proposals will be reviewed and evaluated by an evaluation committee composed of Cool Up programme partners. The evaluation process will be guided by the UNDP principles of fairness to ensure integrity and transparency.
Evaluation criteria
The evaluation criteria for the selection of winners will focus on the commitment of the applicant and methodology for implementation, qualifications of the supplier, and specifications of the proposed equipment and impact of change.
