Collaborative Development and Stakeholder Engagement

The plan was created through close collaboration between the Ministry of Environment and the Cool Up programme. Cool Up’s country partner in Jordan, the Royal Scientific Society (RSS), led by Sawsan Bawaresh and Ayham Al Rabee, played a pivotal role in fostering dialogue with stakeholders, ensuring broad participation, and achieving consensus on the final measures.

This inclusive approach involved technical committee meetings, large working group discussions, and other collaborative formats, enabling stakeholders from government, industry, finance, and academia to contribute their insights. This participatory strategy has been credited with fostering a strong sense of ownership among stakeholders, which is expected to ensure the plan’s successful implementation.

Key Measures and Strategic Focus

The 30 finalized measures address critical intervention areas, including:

  • Building Performance Standards
  • Energy Efficiency and Labelling
  • Refrigerant Standards and Regulation
  • Cold Chain Development
  • Gender Equality and Awareness
  • Capacity Building
  • Eco-Design and End-of-Life Treatment
  • Financing and Incentives

The collaborative development process was refined in the NCAP Interim Meeting in July 2024, where stakeholders classified actions by importance and relevance. This groundwork was essential in shaping the final interventions.

Next Steps

The finalized NCAP measures will undergo review and integration into the official plan, which will be adopted in early 2025. The strategy is expected to drive Jordan’s transition to energy-efficient and climate-friendly cooling solutions, contributing to the country’s broader sustainability goals.
