Objectives and structure
The workshop aimed to present and refine 32 measures developed under 11 strategic intervention areas in the NCAP. These measures were discussed in two parallel sessions, enabling participants to provide valuable feedback and suggestions for further development. The workshop was designed to enhance inter-agency interaction and promote stakeholder engagement. Additionally, Cool Up’s country partner in Jordan, Sawsan Bawaresh and Ayham Al Rabee from RSS, shared their experiences in developing Jordan’s National Cooling Action Plan, aiming to leverage lessons learned and transfer knowledge to the Türkiye case.

Key participants
The event saw participation from a diverse group of stakeholders:
• Governmental Institutions:
Directorate of Climate Change, Ministry of Environment, Urbanization and Climate Change, Ministry of Trade, Ministry of Energy and Natural Resources, Ministry of Industry and Technology, Ministry of Agriculture and Forestry, Ministry of Treasury and Finance, Directorate of Meteorology, Turkish Statistics Institute, Turkish Standards Institute, Turkish Vocational Qualification Authority, and Public Procurement Authority.
• RAC (Refrigeration and Air Conditioning) Associations:
SOSIAD, ESSIAD, ISKID, TTMD, and İSİB.
• Financial Sector:
Representatives from Sekerbank shared insights on financing mechanisms to support the NCAP objectives.
• Consortium Members and independent Experts:
Contributions from consortium partners, including Guidehouse (GH), Öko-Recherche, Frankfurt School of Finance and Management, and the Royal Scientific Society (RSS), were supplemented by independent consultants and technical educators.

Highlights of the event
• Opening Address:
The Turkish Directorate of Climate Change set the stage with an opening speech, emphasizing the workshop’s importance in addressing climate challenges and promoting sustainable cooling solutions.
• Interactive Sessions:
Participants actively engaged in discussions during the parallel sessions, offering feedback on the proposed measures. This interactive format allowed for a comprehensive exchange of ideas, ensuring the measures align with stakeholder priorities and national policy goals.
• Next Steps:
Based on the insights and recommendations gathered, the measures will be refined and updated in subsequent phases of the Cool Up programme.

Outcomes
The workshop provided a platform for meaningful dialogue, enabling stakeholders to align their efforts towards sustainable and energy-efficient cooling solutions. The valuable feedback collected will contribute to shaping a robust and actionable National Cooling Action Plan, supporting Türkiye’s climate objectives.
